Chief Executive Officer

Provides overall leadership for South Big Horn County Hospital District which includes South Big Horn County Hospital, Midway Clinic and Bonnie Bluejacket Nursing Home with the objective to ensure that the delivery of healthcare services are consistent with SBHCHD mission, vision and values, as set forth by the Board of Trustees.

Maintains contemporary knowledge of ideas and developments in healthcare administration. Provides leadership to personnel, the Board of Trustees, and the Medical Staff.

Promotes the financial management of the facility, to include an internal budgetary process, monitored on a monthly basis, and reported to the Board of Trustees, for the evaluation of the financial viability of the facility as set forth in the strategic plan.

Promulgates and enforces all rules and regulations for the proper conduct of the facility and its purposes made by and under the authority of the Board of Trustees.


Works closely with the Board of Trustees to enhance its effectiveness in meeting the needs of the facility.

Recommends policy positions concerning legislation, government and other matters of public policy.

Provides comprehensive and accurate information to the Board of Trustees, for their use in decision making and policy matters.

Assists with identifying potential Board Members.

Make available to the Board of Trustees and its committees, periodic reports showing the professional services and financial activities of the facility and submits such special reports as may be required by the Board.

Attends all meetings of the Board of Trustees and its committees, as required.

Provide leadership to the Board of Trustees, involving the Board of Trustees in the strategic planning and financial planning process which supports the facility Mission Statement and Goals.

Participates with the Board of Trustees in charting the course of the facility in response to the needs of the community.

Evaluates the efforts of external forces on the facility and integrates appropriate responses in the short and long range strategic plans.

Completes annual operating plan to facilitate achievement of goals established in the long-range strategic plan.

Develops and implements an organizational plan to meet the needs of the facility.

Establishes formal responsibilities and accountabilities of all members of the professional management staff and evaluates, or ensures the evaluation of their performance on an annual basis.

Ensures the attainment of goals through the selection, development, motivation and the evaluation of all professional management staff.

Negotiates professional contracts and ensures that appropriate salary or contractual rates are developed and maintained.

General accountability for an effective human resources program which is compliant with all applicable employment rules and regulations.

Fosters a system for employee screening, selection, evaluation, and performance management which attracts and retains high performing staff.

In conjunction with clinical leaders, implements appropriate staffing levels and a plan of departmentalization to facilitate effective delivery of patient care and support services.

Creates opportunities for staff to learn and grow, mentors leaders.

Reviews and recommends compensation and benefits consistent with the District's financial constraints.

Coordinates the recruitment and retention of members of the Medical Staff.

Champion the quality improvement program to assure high quality care is delivered consistently to all customers.

In coordination with the Medical Staff, employees and Board of Directors implement policies to guide the safe, effective delivery of care.

Creates an operating environment, which facilitates the effective practice of medicine and care delivery. Consults with the Medical Staff and department leaders concerning patient care needs and allocation of resources to effectively meet those needs.

Promotes delivery of healthcare services in a cost-effective manner while maintaining standards of care.

Assures the sound fiscal operations of the facility including the presentation of a comprehensive annual operating budget and implementing and monitoring of that budget following Board approval.

Plans the use and maintenance of physical resources of the Hospital and Nursing Home. Develops a capital equipment budget for Board approval.

Ensures the facility has an appropriate risk management program and is appropriately insured.

Acts as the authorized representative of the District; executing contracts and agreements, except in cases where execution shall have been expressly delegated by Law or the Board of Trustees to some other officer or agent of the facility.

In conjunction with the District's accountant, sponsors the District's compliance program.

Ensures compliance with regulations governing the facility and rules of accrediting bodies, by continually monitoring the activities and initiating changes as required.

Participates in and makes recommendations regarding any litigation involving the facility.

Encourages and models community involvement and presence to the communities of South Big Horn County, vendors, regional healthcare providers, and community partners.

Assess utilization of services and develop marketing strategies with input and approval from the Board of Trustees.

Represents the Board of Trustees to the community.

Initiates, develops and maintains cooperative relationships with the business community and other regional healthcare providers.

Generates community involvement, promotes health awareness and addresses healthcare issues including leading the Community Health Needs Assessment.

Bachelor's Degree required, Master's Degree preferred. Healthcare leadership experience required, CEO or COO experience preferred. FACHE preferred. Must acquire a Nursing Home Administrators license within 1 year of hire.
